With the promulgation of the LRA of 1995, a significant changes was that bargaining councils were no longer able to use the criminal justice system to enforce their collective agreements and had to design their own internal dispute resolution systems – resulting in additional costs. The NABC successfully negotiated with the CCMA to secure subsidies for accredited councils and fought to ensure that these subsidies increase periodically.
